You might be interested in having a look at our new FREE project, picostrap:
a 100% free and GPL Bootstrap 4 WordPress Starter Theme / sass playground. It's built focusing on a zero bloat philosophy, and removing all WP extra tags to "bring" the page as similar as possible at the original minimalistic Bootstrap 4 documentation examples to allow for great PageSpeed results, but it's most peculiar aspect is that it has a built-in php SCSS compiler, merged with the simple Customizer interface.
It will also process your sassy CSS code automatically, watching your /sass folder inside the theme.
