The most decentralized alternative I know of that is even half-way like Github is GitCenter over ZeroNet.

It seems cool! Sadly, it seems the code hasn't been updated in a while? Or is it fully hosted only on ZeroNet now?

It's not been updated in awhile, but the source is also within ZeroNet - there may be forks by now.
