The toughest issue here, IMO, is being able to sign and authenticate a document without proprietary DRM. Been thinking about this a lot.

DRM is indeed what it is; you need to verify a signature somewhere to ensure it hasn't been tampered or altered, which requires an internet connection to verify or download.
