I'm not Indian so I can't comment on that aspect. But your English is good and you have internet access. There should be something you can do.

I think your fear of dropping out might be misplaced. You know the classes are bad and even if you get a degree, you will be competing with countless others who also have degrees, many from better schools. If you quit and took the time to develop some hard skills, your odds couldn't really get any worse.
