Yes. I don't expect anyone can simulate that at real-time speed though (unless they take a lot of shortcuts, e.g. simulating at a higher level, which becomes a bit pointless).
https://en.wikipedia.org/wiki/Hashlife speeds things up a lot, although my uninformed guess is still not enough.
I suppose any Turing complete language could. You could run DOOM in PowerPoint if you were masochistic enough.
