I felt more of a smooth Segway from real event to news report to the detective who is about to be assigned to this case vibe.

That's why I mentioned "I, Robot". I'm not sure yet who manipulated that billboard, evil three letter agency or rogue AI. But I am sure that this is a detective story and that Will Smith will be either the detective or the unwitting bystander who gets drawn into the whole mess. :P
