Where does all the money actually go? Headcount? Long development cycles? Does anybody have any insight? I know there’s a trite answer, but what is really happening?

What do you mean? Things cost money to maintain. The D4H is a best in class rocket that is rated for the highest reliability requirements.

As long as the D4H is flying, no matter infrequently, they need to maintain personnel, equipment, knowledge. A scrub requires defueling, refueling, maintenance, and all the infra associated around that,

Also since Vulcan development has started, most resources are being put into that, so the D4H stuff is being sidelined, even though its still launching critical missions

TFA clearly states this launch facility is effectively deprecated, ULA is investing in facilities more relevant to their future needs.
