In a just world, this would be illegal.

On the bright side, dozens of browser extensions and scripts will have to be created to solve yet another needless problem created by Google.

It’s not great, but that’s what happens when a service is driven by profits. This capability seems better suited to an organisation like Wikimedia
It’s community driven, AKA unpaid volunteers. How is this hurting the YouTube bottom line?
There's still a maintenance and opportunity cost involved for YouTube.
That maintenance will still exist. Creators can still add captions, and those captions can still be fake and full of racism or hate speech.
