I was equally confused. I thought it was some USA/Canadian phrase I'd never encountered before but it seems like it's another reference to Tiger King (in addition to the one in the title). Apparently, people suspect Carole Baskin for murder based on a comment she made about covering someone in "sardine oil or something they want to eat". [1] Even now I understand it, it still sticks out as an odd phrase to use.
