Yes. But what do you suggest as an alternative? Refuse to take advantage of technological progress to cater to the small portion of the population who haven't updated their phones in half a decade?

Then a surprisingly large segment of the population will passively or actively refuse to visit sites with bloated webpages. Goes both ways.
If only there were technological progress to take advantage of! "Now, here, you see, it takes all the running you can do, to keep in the same place."
