Wikipedia says that it's under the jurisdiction of the Federal government of the United States. So maybe depends on how you define 'government'?

Maybe it depends how you define "under the jurisdiction". Every citizen and corporation in the US is subject to the government's jurisdiction.
Yes, the government absolutely controls the Federal reserve, but likes to keep it out of "politics," which is code for "please don't talk about what we're doing here, it could be used to spook the cattle."
If only there was a consolidated federal balance sheet.
