If others have to consistently work overtime to cover for others, wouldn't it make sense to hire more? It's going to take some time for things to get back to normal.
That depends on how profitable the company is (many companies are experiencing downturns in revenue right now) and whether that profitability is improved/protected by hiring more people or not.
