I think comparing Rust to Haskell for their "similar" success is kind of dumb. Everybody wanted to program in Haskell, yet nobody build a proper package management and/or compiler version management solution for Haskell up until very late.

If Haskell was indeed one of those "everybody wants to do it" languages, then making it easy to approach from the infrastructure perspective would be the first thing to do.
