Some countries have the Universal jurisdiction [1].

The idea is that whenever the crime happens, it can be tried in the country. Even US had a couple of cases where Universal jurisdiction was applied.

That doesn't really make the ICC relevant in a way worth acknowledging since by definition the same applies to many places at the same time.
Every country that implements Universal jurisdiction can try foreigners pretty much like ICC, yep.
