I think the author has made the ever common mistake of confusing correlation and causation. Bad engineering orgs often use Jira, but Jira does not cause bad engineering orgs.

Anecdotally, the most frustrating company I ever worked for had obsessive Jira practices, but there was so much wrong with that company I could write a book about it.
