There are multiple XML based programming languages, so no doubt properly complex YAML configs are Turing complete by now.

I mean what do you expect? People cram Turing completeness everywhere and anywhere.

If you don't want people to reach for Turing complete config languages, don't make them solve weird problems in config files, imo.
