I have a USB 3.0 Orico enclosure with a Pi4 and I had to pass '-d sat' to smartctl for it to work:

smartctl -a -d sat /dev/sda

Newer versions of smartmontools shouldn't need it, only the older one that Raspberry PI OS has.
