Farming foreigners doesn't work well when global travel is shut down. And Universities get so much more money from foreign students that they've become focused on bringing in these folks over the people from the states who started them for the benefit primarily of the state's residents. This really ramped up in the mid to late 1990s when we were told that Universities should be run more like businesses. |
