Well, the poor also make a disproportionate amount of bad choices. (The unwanted pregnancy rate for poor people is 88/1000, vs 29/1000 for people above double the poverty line. http://www.guttmacher.org/pubs/journals/3002498.html#15 So it's not just the case that bad choices have a disproportionate effect on the poor. The poor also make bad choices at a rate much higher than the non-poor. |
