I once showed my offline repository app to an employer during an interview and got the same comment. My brain struggled to try to explain the meaning of the word 'offline'

I've written "offline first" web pages, not sure exactly what your offline app requires though.

I don't agree. This is going to be used multiple times a day by a couple people. A native app will give a much better user experience.
