For us it's purely cost. My company looked at the alternatives they wanted, and they cost significantly more. Everyone complains about it, but the cost savings is worth the pain to them.

Phabricator is free, better interface and way faster. Plus they have a Docker image and official Helm chart for deployment on Kubernetes.
