Dead? They still develop it, and I don't see a reason why you would start a new app in Win32 or WPF.

One reason is you know it well and are used to the tooling.
If you ever used Win32, you wouldn't mind abandoning it. It is not good API. If you know WPF, you feel like at home with UWP.
I quite like Win32, my main app used WinForms so I still end up reaching into it quite regularly.
