It's empirically not true that smartphone penetration is universal. Only ~350 million smartphones exist in India for 1 billion people, for example (source: McKinsey Global Institute's "Digital India" report publication from April 2019). It's a fair statement to say that the majority of prospective and current Twitter users have smartphones, which justifies this decision. |
