They're different reasons. Article II, Section 1, Clause 5 discusses who "shall be eligible to the Office of President". AOC doesn't meet the requirement of being 35 years old, which means she's not eligible in the first place. But the 22nd Amendment refers to who "shall be elected to the office of the President".
