How does each country register with ICANN? Or do they assign the domain themselves?

https://en.wikipedia.org/wiki/Country_code_top-level_domain states that IANA (part of ICANN) is responsible for determining the correct steward for each ccTLD.

I imagine a new country would submit a request to IANA for an assignment?
