Why can’t a user share their approximate location (city / country) in iOS?

Letting a user share their approximate location, for example on a country, state or city level, should suffice for a lot of apps and services to provide a good experience. But as a user, you can either not share or share your (pretty) exact location. This applies to Android and other systems as well of course but as Apple is big on privacy, my question relates to iOS. Now that most people are confined to their homes, all apps a user shares their location with know where they live.
