This is the fault of the majority of our past or present leaders that ignored history and ignored the warnings (recently SARS, MERS, Ebola), and have left everyone unprepared. Not all countries were unprepared. A civilised, well run country, deals with risks proactively (and ideally develops techniques to decisively act reactively as well). |
