It can still feel that way, though, especially if you have any intersection of cutting-edge software or hardcore engineering with corporate bureaucracy. It's really a question of roles-in-context not holistic identity. If you have corporate managers and project people spending a lot of time in meetings talking about the "ABC initiative" to each other without a single one of them even having taken the time to walk through a basic "Hello World" tutorial for the ABC itself, you are dealing with "non-technical" people.
