Instead of instructions for how to use PGP to you could give instructions on how to use Signal.

A new SIM card isn't free, but it seems like it would be easier to reliably cover your tracks by buying a burner phone with cash than concealing your PII through the process of setting up a new email account.

That's at least the case in the USA; I don't know if you live in a country where it's more difficult to anonymously obtain a new SIM card.
