I think in real life these things are on a sliding scale, similar to business obligations as the business grows in $ and employee count.

So if the mum & pop corner store has a video on their site without captions it'll slide, but if a bank doesn't have captions they're in trouble.

It's a very bad thing if in real life, everyone has to be in illegality in order to function. This is when the rule of law loses meaning and becomes a mere weapon to be used by those in power.
