Texas Instruments, Micron, OnSemi, Amkor, Microchip...there's lots of options US based for ICs!

None of them are advanced these days comparing to TSMC, other than Intel.

Most chips don't need the latest silicon technology, mostly that's just for high end CPUs and memory - "fast enough" allows one to start to optimize for cheaper
