There is no software fix other than simple removal of functionality. You still want code blocks to not wrap(scroll) and you still want prose blocks to wrap. We already have solutions for both cases. For prose quote with "> ". Making posting guidelines won't stop people from using the wrong thing. "Sporadic user messaging" is all there's left.

You can put a posting guide on the message submission form with these hueristics.

You can detect very long lines in code blocks and issue a warning / suggest prose. Or automatically toggle.

So are you and you're the one who cares about layout. I can't because a) I can't represent what would work well or know all the solutions <code>2: I don't care about formatting so I'm not going to spend the effort. You do, why don't you explain the problem to them and let the devs invent a solution.
