If you want to test your ideas, better outsource the front end dev (upwork.com would be an easy place to find talent that suits your budget) and have your ideas built asap to see if they get any traction, if not you can kill them quickly and move on to your next set of ideas. If the goal is to build a project as a hobby and (maybe) make money from it, best to learn any of the cross platform tools for mobile apps, here are some popular ones:
