Wagtail (based on Python/Django). It has a great developer experience, active/welcoming development community, and a WordPress inspired content management UI.

I would say, look at https://wagtail.io/ if you need CMS, it's based on Django long term support version.

Mostly static site generators like Hugo. Sometimes pure Bootstrap + PHP, it really depends.
