Hella mental gymnastics there. Instead of reducing greenhouse gases, apparently, we should be learning to turn every coastal city to Venice.

Not really, considering Venice itself is being impacted by rising sea levels.

Local bureaucracy is simpler to overcome than global bureaucracy which is needed to reduce global greenhouse emissions
Given what's been happening to Venice recently, that might not be such a great idea.
