It might be better to allow the market to decide how the reward mechanism should work. People who see a question as relevant and interesting to them, would add points or monetary incentives. Thereby increasing the speed and quality of the answers. This mechanism has already been tested out and actually works only with crypto currency due to low transaction costs.
