Just as a minor counterpoint, the Anacostia River Tunnel project was finished on time, and the overall clean rivers project is on time and under budget by nearly 100MM so far. Granted, it doesn't face WMATA's absolutely insane leadership and funding structure, but it can be done, and even in one of the most complex jurisdictional messes in the US. |
