In small town america, the towns usually grew on the side of the highway. That's where you put the businesses, because that's where the customers are. Then, that's where you put the houses, because it's close to everything. Small towns exist away from the highway, but you're unlikely to see them, and they're more likely to be on the decline, because they're hard to get to.
