(i) It is not static. It actually changes very frequently.
(ii) You would get a fair amount of cache misses, so a proxy if anything would be a better approach.
(iii) The providers do not allow it (source: have tried to work with at least one of them). I am not sure exactly why they want IP, but the sense I got was it did have something to do with training their models. |

That makes me doubt the effectiveness of their k-anonymity scheme.
