I wonder how conscious the decision is at a management level to tie up engineers with expertise in a particular domain just to keep them away from competitors.

I've seen a lot of vanity projects over the years, and often it feels like this, or a form of in-house retirement. That guy has done so much for us that now we just let him do whatever as long as HR is okay with it.
