For something like illegal drug or alcohol usage, except in very egregious circumstances, the goal is to avoid such a "Scarlet letter" by providing the student an opportunity to deal with the issue without involving law enforcement, e.g., drug/alcohol education programs, counseling or addiction services, and so on.
