At first, the CIA was predominantly concerned with (aerosol) weaponization and investigating if dosing an unwitting agent, diplomat, or soldier with LSD could be used to extract secrets. Later they became interested in the counter culture of the 60s (and making sure the Russians were not turning a new generation against its own society/military).
