It seems that Google Voice is the perfect solution to this problem: A phone number without a SIM card.

TOTP 2 factor authentication has been around for years, and does not rely on google or any third party.

Unfortunately, most people’s google accounts themselves are vulnerable to attacks using SIM swaps.

I'm hesitant to agree since Google is infamous for sunsetting programs.

Regardless, it is still better than any SIM solution.
