I didn't understand this comment:

Are negotiated tuition discounts a thing? I've never heard of that.

Yes. It's called a discount rate. The national average for private institutions is around 45%. Maybe higher by now. See link below for stats.

At most private Universitues, only suckers pay full sticker price.
