India's space program is a potential money-maker for them. They get paid a lot for commercial launches and satellite communications. The moon landing could be viewed as a marketing expense. Their space program is actually closer to profitability than a lot of the tech IPOs recently with ~$780 million in revenue on ~$1 billion in expenditures[1].
