"Unsubstantiated neglect" seems to mean here "we don't have enough information to come to a conclusion, further investigation is required." I would also add that CPS investigations are holistic, and look at the totality of the children's care. It is possible for them to investigate something innocuous but discover other problems. |

Parent of my original comment states "There has always been unsupervised children everywhere that I have lived," and that's something that's changing in America as families don't want to deal with the possible legal consequences that may arise.
