There are more reasons to control speed than safety. As the article mentions, Nixon lowered speeds to reduce fuel consumption in the US. Considering the climate crisis, I think that's a motivating reason to have lower speed limits.

But as others have mentioned the means of getting people to drive slower or more safely or more efficiently may not be limited to the numbers on the sign.
