I'm guessing that <speculation> the wording in the EPA regulations requires companies to take 'reasonable measures' to prevent end-users from subverting emissions mechanisms. 'Reasonable measures' is a grey area that the lawers get to fight about. That said, buying a black box off of ebay and plugging it in seems pretty easy.</speculation>
