Or even “newer” versions of Windows. I think they stopped including it in Windows 7.

Why? The tiny % of people who need telnet are perfectly able to install it themself.

you can brew install it trivially, but yeah my 2018 MacBook Pro with macOS Mojave didn't have it preinstalled.
