In order to understand the Law, we need to know the meanings of words laws are written in. If we follow the logic that some are proposing here, the government would have to license a dictionary and provide it for free to all citizen. That'd be plain silly. Building codes just provide precise definitions of what constitute safe construction. They aren't laws themselves. |

The question here is should the cost of writing a technical piece that make up the law be placed on those who must follow it? Or should the cost be spread out to all tax payers?
